Apart from overseeing day-to-day operations, as a researcher at IPP, Luís has extensively worked in public finance projects such as the Portuguese chapter of the Open Budget Survey (which he currently leads), Budget Watch or budget execution analyses, having authored or co-authored several publications. Lead the team who executed the organisation of the Afirmar o Futuro books/policy paper collection. His views on public finance and European affairs have been published in several Portuguese media outlets such as Diário de Notícias, i, Observador, O Jornal Económico, Público, P3, Rádio Renascença, SOL, Fórum Estudante.
Luís teaches institutional economics at ISEG-Lisbon School of Economics and Management. He holds a master degree in Finance from NOVA School of Business and Economics (with a major in financial regulation and supervision, and a dissertation on the resolution of Banco Espírito Santo) and a bachelor’s degree in Economics from the University of Lisbon, having spent time as a visiting student at Paris I (Panthéon-Sorbonne) University.
