Policy paper 11 – The current public pension system in Portugal

Under the project A pension system for the future (with the support of the Calouste Gulbenkian Foundation), we publish here the IPP Policy Paper 11: The current public pension system in IPP Policy Paper 11 (in Portuguese), by IPP researchers Daniel Carolo, Luis Teles Morais , and Joana Andrade Vicente.

This paper intends to provide a starting point for the basic concepts and functions of pension systems, clarifying conceptual background problems and possible different interpretations of the concepts.

Limiting itself to the international assessments, it also makes a situation point of the current configuration and challenges faced by the Portuguese system. In this respect, a first global interpretation of the data highlights a situation in which the costs and benefits are differentiated between different generations. A much more favorable situation is observed for the generations currently pensioners or at the end of the career, compared to the generations still far from retirement.
