The decentralization of powers to local authorities, and their key role in implementing EU funds in the area of housing, raise important questions that will be addressed at the seminar OE 2026: Local Finances, Decentralization and Housing. Beyond the 2026 State Budget, it is also essential to analyse the budgetary execution of 2025 and 2024, in order to reflect on the impact of fiscal policy on crucial areas of public governance.
i. Will the funding foreseen in the 2026 State Budget be sufficient given the expanded responsibilities of local authorities?
ii. Will municipalities have the financial capacity to respond to growing social and demographic pressures in the coming years?
iii. How has the implementation of the Recovery and Resilience Plan (RRP) progressed at the local level, particularly in housing investment, and what are the main barriers to faster execution?
iv. What financing models and institutional coordination mechanisms should be promoted to ensure the resources needed for effective and equitable housing policies?
Within this framework, the Institute of Public Policy is organizing the seminar “OE 2026: Local Finances, Decentralization and Housing”, where these issues will be discussed in a comprehensive panel on public policy and territorial development.
