Joaquim Miranda Sarmento

Expertise: public finances and good governance

Assistant Professor at ISEG – Instituto Superior de Economia e Gestão, University of Lisbon. He was an assistant at ISEG between 2007 and 2014 and is currently a guest Professor at Fundação Getúlio Varga, Rio de Janeiro. He is also a guest Professor at several national and foreign universities.

Joaquim has a Phd in Finance from Tilburg University, a Msc in Finance from ISCTE – Instituto Superior de Ciências do Trabalho e da Empresa, and a Bachelor degree in Management by ISEG – Institutro Superior de Economie e Gestão. He has a postgraduate degree in Taxation at IDEFE/ ISEG, the Advanced Program in Public-Private Partnerships at Universidade Católica and the “Driving government performance”, at the Kennedy School of Government, Harvard University.

He was the economic advisor to the President of the Republic, Professor Cavaco Silva, between 2012 and 2016. He worked for ten years at the Ministry of Finance and was a consultant at the UTAO (Technical Support Unit for Budget).
