Miguel Almeida
Expertise:
Master in Economics and Public Policy from the Higher Institute of Economics and Management (ISEG). His experience combines theory and practice as an economist. He acquired knowledge and developed transversal skills in the field of local administration and finance. He has more than twenty years of public service in Portugal, through the performance of functions such as the financial direction of the Municipality of Sintra, that of an analyst of the Council of Public Finances, that of a specialist in the State Secretariat of Local Authorities or the presidency of the of Municipal Recovery Fund. He participated in the commission that drafted the bill for the legal regime for municipal financial recovery and regulated the Municipal Recovery Fund.
Since 2019, he is currently a member of the Technical Subcommittee on Sustainable Finance, which aims to create normative references that promote the integration of sustainability considerations and environmental, social and governance practices (ESG) in institutional investment decision-making and in financial management, seeking to align the global financial system with the Sustainable Development Goals.
He is co-author of the book “Local Finances: economic principles, institutions and the Portuguese experience since 1987”, CFP (2018) and co-coordinator of the book “Local authorities: institutions, finances and public policies in a context of decentralization”, IPP ( 2016).
