Miguel Almeida

Master in Economics and Public Policy from the Instituto Superior de Economia e Gestão (ISEG).
President of the Municipal Support Fund (FAM) since 2014, he has been responsible for defining and monitoring various Municipal Adjustment Programs and for granting financial assistance to municipalities in a situation of financial imbalance.
His professional career of more than twenty years of public service also includes the following activities: Director of Finance and Assets at Sintra Town Hall; senior analyst at the Public Finance Council and; Specialist at the Secretary of State for Local Authorities.
She was a member of the committee that drew up the draft law on the legal framework for municipal financial recovery and regulated the Municipal Support Fund.
He is chairman of the Technical Committee on Sustainable Finance, responsible for drawing up the Portuguese version of ISO Standard 32210:2025 “Sustainable finance – Guidelines on the application of sustainability principles for organizations in the financial sector”.
He is a member of the Scientific Council of the Portuguese Association of Business Ethics (APEE).
Co-author of the book “Finanças Locais: Economic principles, institutions and the Portuguese experience since 1987”, CFP (2018) and co-coordinator of the book ‘Autarquias locais: instituições, finanças e políticas públicas num contexto de descentralização’, IPP (2016).
Author of several articles on local finances and sustainability.
