PromethEUs

PromethEUs is an independent network of four Southern-European think tanks active in their respective countries and at EU level in the fields of economic, business and geopolitical research.

Its mission is to constructively contribute to the current European policy debate on the digital revolution by providing a perspective from Southern Europe. PromethEUs aims at being engaged in the debate surrounding the EU Institutions’ digital agenda, with a special focus on SMEs and citizens’ and employees’ skills.

The areas of AI, IoT, the usage of Big data, elements of the Industry 4.0 and the impact on current and future employment are already affecting business and economic activities around Europe. The challenges ahead are diverse and require a coordination of national and international policies. The network aims at creating a platform for exchanging ideas and actions that will highlight the main driving forces but also the barriers to tackle.

The network will contribute tο the relevant public dialogue through publication of reports, papers and blog posts, workshops and public events in Brussels and in their respective Member States that will focus on related issues.

The Institute of Public Policy – Lisbon joined the PromethEUs network in September 2021, with the aim of fostering both its internationalisation and the development of this new research area, which we consider fundamental to the future of society.

New PromethEUs Publication: The Next Multiannual Financial Framework and European Competitiveness

The Institute of Public Policy is part of the PromethEUs network, which has just released a new report on the role of the upcoming Multiannual Financial Framework (MFF 2028–2034) in fostering competitiveness and digital leadership in the European Union. The publication examines how the EU’s long-term budget can address the economic, technological and geopolitical challenges that will shape the next decade.

The study assesses the new structure of the MFF, the impact of the European Competitiveness Fund, the contribution to Europe’s digital leadership, and the outcomes of key research and innovation programmes, including Horizon 2020 and Horizon Europe. The analysis also highlights the importance of these policies for Southern European countries, which continue to face persistent challenges in convergence and technological adaptation.

This report contributes to the debate on strategic European investment, emphasising the need for a robust innovation ecosystem, public policies capable of anticipating future trends, and a coordinated response to ongoing technological and energy transformations.
