Who we are

The Institute of Public Policy – Lisbon (IPP) is a think tank of academic origin, which acts in a nonpartisan manner, being independent of any economic, social, political, religious or other interests.

We intend to promote a society in which the public debate is more enlightened and the political decision processes more rigorous and informed.

Our mission is to contribute to the continuous improvement of the analysis and public debate of institutions and public policies with particular emphasis on Portugal and Europe, through the creation and dissemination of relevant research.

What is our full name?

Institute of Public Policy Thomas Jefferson-Correia da Serra, because we strongly believe in knowledge-based public policies and in the transatlantic relationship between the EU and USA, the best symbol of which was the relationship between the US President Thomas Jefferson and the Portuguese Abbot Correia da Serra. Activities

The Institute of Public Policy is a multi-disciplinary think tank that seeks to combine economic analysis with political science by developing our work in four key areas of research and debate:

  • Climate Change and Digital Transition;
  • Public finance and good governance;
  • Democracy and accountability;
  • Social policy.

The work of our researchers is presented to the public debate through our own series of publications and regular interventions in the press. We are also strongly committed to strength the scientific and cultural exchange between researchers and institutions in the areas of similarity and in the context of the common problems linking Portugal to Europe and to Portuguese-speaking countries, as well as, secondarily, to the United States of America.

Values

Our activities are based on values such as freedom, plurality, independence, innovation and rigor. We intend to contribute to the construction of a more open Portugal (including more open and transparent governments), and to promote individual freedom and social justice, from a pluralistic point of view on the meanings of “freedom” and “justice”.

We also develop values such as reciprocity, solidarity, and the search for knowledge and the common good, in order to promote a more enlightened society and to make political decision-making processes more informed.

Financing

As a non-profit association, the Institute of Public Policy receives annual affiliation fees from its individual and institutional members. For more information about how to become a member, see the support us page.

We can also receive grants or aids from local, regional, national or community public entities, donations from foundations or other private entities, and funding associated with specific research projects.
